Import & Export Fumigation

Phytosanitary Compliance, Export Fumigation & USDA/APHIS Coordination

International cargo moves under strict phytosanitary regulations, and one missing treatment or incomplete certificate can mean rejection, port delays, demurrage, or destroyed cargo. FSS supports exporters, importers, freight forwarders, manufacturers, grain handlers, and agricultural shippers with compliant fumigation and treatment that keeps cargo moving and clears inspection the first time.

45+ years of fumigation expertise with USDA/APHIS coordination. FSS combines regulatory expertise, certified Midwest inland treatment sites, and responsive scheduling, with one of the highest concentrations of certified entomologists in the industry.

USDA-Compliant Phytosanitary & QPS Fumigation

Export and import fumigation often falls under Quarantine and Pre-Shipment (QPS) rules governed by the USDA APHIS Treatment Manual and destination-country requirements.

  • Works directly with USDA and APHIS officials
  • Performs fumigations under regulatory supervision when required
  • Issues compliant fumigation certificates and manages permits
  • Supports inbound USDA Emergency Action Notice (EAN) fumigations

ISPM 15 Wood Packaging Compliance & IPPC Stamping

More than 170 countries follow IPPC standards. Under ISPM 15, wood packaging used in international trade must be treated and marked. FSS performs methyl bromide treatments and applies the required IPPC mark for pallets, crates, dunnage, cable drums, spools, packing cases, and wooden shipping supports, preventing rejection, port delays, and re-export costs.

Brown Marmorated Stink Bug (BMSB) Export Treatments

FSS is an approved BMSB treatment provider for the Australia and New Zealand seasonal measures (September 1 to April 30), with certified Midwest locations in Chicago, Louisville, Columbus, and Indianapolis. Services include container fumigation, breakbulk treatments, forwarding-yard fumigation, and heated fumigation for winter compliance.

Midwest Inland Export Advantage

Compliance does not have to begin at the port. FSS treats cargo inland before vessel loading to avoid port congestion, drayage fees, scheduling conflicts, and last-minute compliance failures, giving exporters tighter logistics control and lower total cost.

Container & Bulk Cargo Fumigation

FSS treats containerized cargo, bulk grain and DDGS exports, machinery and equipment, logs and lumber, seed and agricultural commodities, and wood packaging.

  • Methyl bromide (QPS & ISPM 15)
  • Sulfuryl fluoride
  • Phosphine
  • Carbon dioxide (select organic applications)

Treatment is selected by destination-country requirements, commodity type, label allowances, and conditions, so the correct treatment is applied the first time.

Import Fumigation & USDA Holds

Shipments entering the U.S. may be detained under USDA inspection. FSS supports importers facing Emergency Action Notices, pest interception holds, and required quarantine or clearance treatments, coordinating directly with regulatory officials to restore cargo movement quickly.
