Fumigation Service & Supply (FSS) exists for one purpose: to advance stored product protection through knowledge, innovation, and responsible pest management.

For more than 45 years, FSS has helped shape modern approaches to protecting grain, food facilities, and global supply chains. From pioneering alternatives to ozone-depleting fumigants to educating professionals worldwide, our history reflects a commitment to improving both pest management and environmental stewardship.

Today, FSS operates nationwide as a leader in fumigation services, technical education, and stored product protection solutions.

Built on Entomology: Our Founder

FSS was founded on science. David Mueller earned his entomology degree from Purdue University in 1975 and became a Board Certified Entomologist, founding Fumigation Service & Supply in 1981 on one enduring principle: “Start with the insect first.”

A pioneer in reducing chemical reliance, David testified before the U.S. Congress on methyl bromide fumigant alternatives and helped lead the industry’s transition away from methyl bromide ahead of the 2005 phaseout. Inducted into the PMP Hall of Fame in 2019, his legacy continues today under his sons — Pete Mueller, President of FSS, and Tom Mueller.

Our History

Fumigation Service & Supply was founded in 1981 in Indianapolis, IN by David Mueller, BCE, a Purdue University entomology graduate driven by a simple idea: People who don’t know will buy from people who do know.

Starting with $2,000, one phone, a 175-square-foot office, and two employees, the company focused on solving one of agriculture’s most persistent challenges — protecting stored food products from insects and contamination. David Mueller’s background shaped the company’s direction. Raised in a grain and milling family and educated during the environmental awakening of the 1970s, he combined practical industry experience with scientific training in entomology. During this time, Mueller recognized the transformative potential of pheromone technology and modern monitoring systems — an insight that led to the founding of Insects Limited in 1982. Both companies shared a founding vision centered on education, innovation, and applied entomology.

Today, Fumigation Service & Supply operates as a national fumigation and stored product protection organization led by Pete Mueller. Insects Limited, led by Tom Mueller, continues as an independent pheromone technology company serving customers worldwide. While operating separately, both organizations originated from the same commitment to advancing the science of pest management.

Global Impact & Innovation

Leadership During the Montreal Protocol Era

The defining moment in FSS history came during the global effort to phase out methyl bromide, an ozone-depleting fumigant once widely used worldwide. When the Montreal Protocol — an international treaty ratified by nearly every nation — sought viable alternatives, David Mueller and FSS became industry leaders in developing practical solutions. Rather than resisting change, FSS helped lead it.

Working directly with the United Nations Environment Program, the U.S. Environmental Protection Agency, and International regulatory and implementation organizations, FSS helped develop and demonstrate effectiv, economically viable alternatives to methyl bromide. David Mueller traveled extensively throughout developing countries teaching safer stored product protection methods and modern fumigation practices — work that contributed to global environmental protection while maintaining food security.
