In 1981, David Mueller, BCE, started Fumigation Service & Supply with $2,000, two people, and a small Indianapolis office. Today, FSS remains an independent, second-generation family business built around a guiding principle: “Start with the Insect First.” That commitment to understanding pest biology continues to shape how we protect our customers’ products, facilities, and reputations.

Throughout our history, FSS has helped advance the science and practice of pest management. Our founder’s work developing and promoting alternatives to methyl bromide earned EPA ozone-protection recognition in 1995, followed by Best-of-the-Best recognition in 1997 and 2007. David Mueller also received the United Nations Environment Programme’s Innovator Award in 2007 for work on methyl bromide alternatives. These achievements reflected a commitment to protecting food while helping the industry reduce its reliance on an ozone-depleting fumigant.

David’s contributions to the profession earned additional recognition, including Purdue University’s Distinguished Agriculture Alumni Award and John V. Osmun Alumni Professional Achievement Award. In 2019, he was inducted into the Pest Management Professional Hall of Fame, honoring a career dedicated to innovation, education, and industry stewardship.

That spirit of innovation continues today. In 2023, FSS received both utility and design patents protecting its rodent-trap retrofit technology. This invention helps facilities adapt compatible existing traps for remote monitoring—an example of how practical experience in customers’ facilities inspires new solutions. Our broader adoption of technology has also grown: in the January 2026 issue of Quality Assurance & Food Safety, FSS Director of IPM John Moore reported 40,000–50,000 smart devices across FSS’s customer base.

Education has been equally important to our legacy. FSS and sister company Insects Limited previously co-hosted international Fumigants & Pheromones conferences that collectively drew more than 3,000 attendees from 60 countries. By 2019, the two companies had also jointly awarded more than $250,000 in scholarships, investing in the next generation of industry professionals.

What sets FSS apart is how we bring that experience to our customers. Our team combines certified entomologists, researchers, and experienced field professionals with specialized knowledge of food processing, milling, grain storage, and other demanding environments. From integrated pest management and structural fumigation to grain protection, application equipment, and employee training, we connect scientific understanding with practical support. We help customers understand their pest challenges, address immediate problems, and strengthen long-term prevention.
